Kenmore model 110, 90 series dryer runs but wont dry

My kenmore 110, 90series elec dryer runs but wont dry. I have replaced the high end thermostat, and checked continuity at the element and the temp switch. Both have continuity. I have intermittent low voltage at the connection to the element. What know?

Across the element leads?...and not to ground!?
