    How necessary is it for an electrical dryer element to read around 12 or 14 ohms resistance? Seems I have had them work that just showed continuity. All zeros with no short to cage.

    Really depends on how accurate the meter is. Just showing continuity on something with such a low resistance is usually fine.
    EG: If an element was suppose to be 12 ohms and my meter showed full continuity with zero ohms wouldn't bother me much. If something was suppose to have 1000 ohms and my meter showed full continuity with 650 ohms, that would bother me.
