    Yes. It could be any one of them allowing water to flow from hot to cold in the pipe. You can turn off all the sink shutoffs (only bother with the single handle ones) and see if the problem gets better. If so, enable one sink at a time to find the culprit. If it is a tub or shower, those are usually impossible to isolate. You could try feeling one with the warmest tap running and see if any of the bath/shower valves feel warm because hot water is flowing through them. You'd have to do this for a while though to warm them up.

    There may be better ways, but that's all I can think of.

    Default cold water line

    Hi there recently noticed that cold water lines in house when turns on recently is warm water coming out of it for a bit before water cools down again. What can the cause of this and some taps actually it is pretty warm. Is it possible the mixing valve is doing this.

    Well! You must check for proper water connections.
